Act 55 of 2022 signed into law by Governor Wolf on July 8, 2022, requires the Secretary of Education to waive the requirement to satisfactorily complete the assessment of basic skills required under section 1207.3 and 22 Pa. Code § 49.18(c) (relating to assessment) for 3 years from July 8, 2022 through July 8, 2025. This applies to all students who enter preparation programs during this period as well as otherwise qualified candidates for licensure who make application during this period.

How to Apply for Your Pennsylvania Instructional I Certificate:
Pennsylvania Department of Education- Teacher Information Management System (TIMS)
**Testing requirements are periodically revised. Students are held to the state requirements in place at the time of their application for certification.
Services Offered
- Onsite testing center available for all Pearson tests (The PAPA or the PECT tests)
- Information on certification requirements and cut scores
- Resources on Blackboard learning community site called the Neumann Educator Resource Center
Schedule of Classes and seminars
For undergraduate students
- Fall and Spring Freshman Year – Math 205 and 206 – these courses completed with a minimum grade of a B can be substituted for the Basic Skills Math certification exam.
- English 102 can be substituted Basic Skills Reading and Writing, with a minimum grade of a B.
- Spring Freshman Year – Basic Skills Reading and Writing prep class (1 credit). Students are required to take at least one test as part of this class.
PECT preparation and testing are included in the following classes:
- Prek-4 Mod 1: ECE 205
- Prek-4 Mod 2: ECE 304
- Prek-4 Mod 3: ECE 308
For grad students:
PECT preparation and testing to be included in the following classes:
- Prek-4 Mod 1: ECE 530
- Prek-4 Mod 2: ECE 533 (S)
- Prek-4 Mod 3: ECE 534 (F)
